We've got 'em up here in Fort Collins too, painted fun colors. I sat and played on one this past weekend. It wasn't the worst upright I'd ever played, and had a semblance of a tuning on it, don't know who tunes them (not me). The lids are screwed shut, and there is a tarp behind each one with a sign asking to pull it over if it's raining. It improves the general mood, I think, and they were likely inexpensive to obtain.
