Poulson, I have a couple of them, but it won't do you a darned bit of good!<G> Usually, the reason those are "missing", is because some real "bright" fellow restrung the piano and forgot to put it in, before the bass strings went on!!!<G> Yikes! (said he). Very few of those rails, (btw, it is called a Celeste Rail or Muffler Rail), can be removed with all the strings on.
