If the real data was made available, I suspect that the H.O. could have
hired one person to do the oversite of this site and still had money left
over compared to what they have paid the Lower Stupidity group! That's my
take on it. 
They did hire someone to do 'puter stuff, but I've not been impressed with
his abilities. Of course, I'm not privy to all the stuff that goes on, so
I'm merely speculating with some insight.<G>
