I vote that the tube/channel the set screw taps into, to tighten the damper 
wire  is loose in the top of the underlever.

-OR- you've got a floppy damper wire in the guide rail which is very close 
to the plate because of the break and you're scared to shim it.





-or- Wim's being a party pooper.
