Grams resistance -- where to measure?

According to the Steinway Service Manual (ca. 1965):

"The standards for the freedom of each center as produced at the Steinway
factory are as follows, and are shown in gram weights necessary to move
the center when applied at the screw hole, or if there is no screw hole,
on the end of the shorter piece.  At the factory we use a small mechanical
force gauge reading in grams and available frome the Guardian Electric
Manufacturing Company (Chicago).  Good results can be obtained using a
penny (3 grams) or a nickel (5 grams)."

Following that are the recommended gram weights.  Okay....trick question.
At which end of the balancier (a.k.a. the repetition lever) does one apply
force to measure gram resistance?  Anticipating arguments at either end of
the lever....what kind of difference might one expect measuring from
either end (hint: ratio)? (Ex. "The ratio would be in the neighborhood of
..85:1, so if one end measures out to 5 grams, the other would be ___..."
You get the picture.)
