Warren; You are suffering from a severe case of "fanitis". This malady happens when a ceiling fan is in operation while you are tuning. The fan does 'not' have to be in the same room as you are tuning in. The only requirement for this infecting your tuning is that there be a line of sight between the piano and the fan.
