Hi don
the first question is easy! when the diameter decreases so does the
tension. but the inharmonicity changes as well. the inharmonicity may not
be a big factor if you are just reducing one wire size.

the other question, the way you describe it , i can't answer.  Maybe some
of the other folks have a better fix on what you're asking.
