The likelihood is that the action bracket is not firmly seated on the
upper action post.  I use a screw driver placed on the action brakcet
and hit the end of the driver with my palm to seat the bracket onto the
post.

It is possible, although unlikely that the bracket is not seated on the
lower action post.
