Orland,

You may join the GUild without taking the tests immediately.  There is a
written that is the first one given then a technical hands on test and
the tuning test is administered last.  The reason for this is the tuning
test takes three people an average of 1/2 day to administer, hence the
test fee.

I am not sure that the chapter can change that procedure, perhaps a test
committee member can respond.
