Hi Jerry,
         To card or reshape hammers, is to file them, removing mass off the
sides of hammers can achieve two or three things. 1.Reduces impact tone,
can get rid of woody like sound. 2.Lower the down touch weight. 3.
Depending on felt quality, speed up rebound, and thus altering tone.

Some piano wire is coated in tallow, a clean string will sound cleaner, no
pun intended, cleaning wire can some times reduce false beats, and increase
sustain.
 
Maybe I should re read the artical?
