One thing you can try is to take the damper next to the one not working, (presuming that is working), and put in the note you are having trouble with. If the next door damper does the job, then it has to the material, the angle, the weight, etc., of the damper you're having trouble with. Now, see if the troubled damper will work on the neighbor's string. If it works, leave it. If it is still not dampening, then you''ve got a string related problem, like Newton was describing.
