I try to always answer a question like this with another
question. In this case I would probably respond with
something like..

"Do you have a piano that needs tuning ?"

They might respond with a simple "yes"

To which I might reply, "and what makes you feel it needs
tuning now ?"

They perhaps might comment on some aural discomfort they are
experiencing when playing the instrument. To which an
appropriate response might be on the lines of

"Did your mother neglect you when you were a child ?"

 I would continue thus until I had dug up enough information
to be able to ask any price I wanted.
