Many municipal dumps have a toxic waste disposal facility for various types
of substances.  Often there is no charge for the service in order to
encourage people not to dispose of the material themselves in an
uncontrolled way.  Call you local sanitation service and ask them.

    From a former life servicing automobiles, disposing of used lead wheel
balancing weights was always a problem until we found a person who melted
down lead and made toy soldiers.  Also home ammunition reloaders make use of
used lead.  Any militant organizations in your area?  Maybe clubs or
businesses in each field would have suggestions....
