With my limited experience, I can tell you this. When you push the action 
back in, the keys are pushed against the damper wires. When you play a key, 
it moves the damper wire enough so that it then sits on top of the key. That 
is why it feels tight the first time, and better the second time. When you 
depress the damper pedal, the damper action might light the dampers off the 
strings, but not high enough for the wires to clear the keys. 

As far as the wippens are concerned, it is a simple mechanism, but it is also 
very difficult to adjust correctly. I tried regulating an action on the 
bench, but when it was pushed bak in the piano, it was out of adjustment 
again. It took me about 6 or 7 tries to get it almost near normal.
