Repinning flanges: Unusual discovery and solution

Use a dab of water and an elecric keybushing remover
to convert it into steam in the mortise. A tiny bit of
soap ( preferably vegetarian based ) in the water
should break it's surface tension so that it does not
bead up on the felt, and soaks in better.
