I'm guessing here, but is it possible that the entire rail can be adjusted, 
changing the letoff point for the entire piano by raising or lowering the 
rail?  Could there be adjustment screws on each end of the rail which would 
allow this?   

It's not something I've ever seen, but could they be so clueless as to make 
it impossible to change the letoff?
