Can you do a "duck tape" repair and use a butt felt inserting tool to
glue small squares of felt on the jack where it strikes the rail?

Joe,
     The material that was used (not felt) has disintegrated so when the
jack trips and kicks back it hits wood instead of felt, making a
clicking sound.  I see no other option than to remove the rail and put
new felt on.
