How to avoid breaking a string... another question

Just yesterday I was tuning an old Story & Clark spinet. First pass pitch
raise from about 35 cents flat went just fine. Second pass, I was just more
or less setting the pins and strings and had 2 bass strings pop. What I
don't understand is why after pulling up from 35 cents flat they didn't pop
then. Only while settling the pins and strings with very, very small
movements did they break. Strings "looked" to be in really good shape. No
rust or corrosion, and I always let down before pulling up anyway, at least
during the initial pitch correction. This has happened to me on several
occasions lately. This has just got me to wondering if I'm doing something
wrong or does anyone else ever experience this? One good thing about this is
that I'm now real good at string splicing.
