Moving the hammer rail upwards won't do you any good.  In fact it will only 
worsen the problem (slightly).  Remember that the knuckles will *also* be 
relocated (upwards) in this process, so the jack will have to come up even 
higher -- by approximately the same amount that you are letting the wippen 
rise before the jack kicks out.  If you don't believe this and insist on 
shimming the hammer rail, remember to check clearance between the drop 
screws and the pinblock.  You don't want them to scrape/bind as you're 
sliding the action in and out.

However, Ric is right.  The most obvious fix is to sand the back-sides of 
the buttons, so that you can adjust them a bit higher.
