D.H. Baldwin short grand

Got a D.H. Baldwin grand, I'm guessing a 5'6", with a couple of problems.

1) In the last two years has broken three, maybe four bass strings. All
at the stagger pins. Why is this happening? Can it be avoided?
2) The pedal block is loose and the pedals were almost on the floor. What
is the best fix for this? I have some ideas but would appreciate some
options.
