Plate bolt question

Unless the accessible pinblocks can be turned, I don't usually worry about it...obviously, you could let the tension down on those strings and tighten the screw...but is it worth it?   Might be if you can turn it a bit...

I routinely check the tightness of plate bolts/screws. This includes those that screw into the pinblock. 
 
Question 1: How do you tighten the pinblock bolts/screws that are blocked by strings?
 
Question 2: What is the preferred method of repair when stripped bolts/screws are discovered?
