This is just a standard cheap way to "spif up" a tired old piano without destringing, pulling the plate and restringing. The case and strings over the soundboard are masked off, balls of newspaper stuffed in the plate holes, then everything else, including the tuning pins and front string segments, is sprayed gold.
There was a store in Charlotte that did this for several decades selling "restored pianos."  The condition of pinblock, hammers, dampers, bass strings and action is usually F-.
