Just reread your post. Try increasing the dip and watching the jack action to see that it clears freely on return.
Oh, that reminds me:  Add jack friction, missing or broken (not always obvious) or out of position jack springs, weak jack springs, warped jacks, bent pins in jack flanges, jack flanges unglued, foreign object like a pencil fallen down amongst your stickers or under the keys, or Coca-Cola spilled into the treble action.
Some of those, of course, are not likely to have occurred across 20 hammers, or whatever, so I'd start with problems that would affect the whole section, like alignment, rail problems, weak old hammer return springs. Always look for foreign objects in drop actions, you can usually find something.

Hi everyone.  I briefly worked on a drop action piano today (the type with capstans and inverted stickers instead of lifter wires and grommets) that the jacks would not return after the initial strike.  We see it every day, right?  Well, I did a multitude of tests to see if it was a friction issue.  It wasn’t.  I didn’t have a lot of time to make adjustments (I was there to work on a different piano) but here are two facts to ponder.  First, it was ONLY the notes that do not have dampers (the extreme treble).  Second, the dip on these notes was slightly less than the rest of the piano, otherwise, all measurements were the same.
