A mallet and chisels wedge the stretcher and a blade cuts the dowels, just as you. I also drill out the inner rim dowels with a Speed Bore bit being careful not to drill into the rim. Then jack the block up off-center and whack the longer section with the mallet and the opposite end breaks free and springs upwards (another Bolduc trick). I forget which side to do first.
