Gotta disagree Wim, If strings are not full of corrosive rust and bridges and other structural component are reasonable, not perfect, just fair to good. With a disclaimer of 'we might have broken strings or other problems but in my estimation this piano will probably be able to be tuned to concert pitch' I bring it up. I'm also looking for things like string repairs from the past. Of course there are pianos I won't bring up, a lot of times these are pianos I won't tune anyway, but almost all will come up, I'm proceeding carefully, feeling the tension on the string as I go especially in the bass. Of course I'm in California, land of the 100 year old upright.
