The employees may not know but that doesn't mean that there isn't some design intent. They likely just do what they are told. I don't imagine anyone is going rogue there.

I'm not, even a little bit. The wide variety of responses as to "why" 
from employees of Steinway to any given question through the years 
indicates to me they don't know, if they ever did, why they do much of 
anything. They just "are", which they seem to think is adequate.
