Try substituting a neighborly wippen that doesn't have the problem...looking for something different.  I'm assuming your talking about the top of the jack when the key is fully depressed...seems to be you could whittle away a little bit of the bottom of the flange in conjunction with setting the jack a little farther under the knuckle, slightly less keydip, slightly closer let-off...etc. (try those things one at a time and see if it helps)  Obviously you don't want any big change from one note to the next.  Sounds like it isn't just missing the flange except on a hard blow so it seems you have some wiggle room...
