In our department, procuring equipment is the responsibility of the person=20
needing it. The department chair does sign off on the purchase request, but=
=20
the research concerning what will be bought and from where is done by the=20
person who identifies the need, and perhaps more or less controls a particu=
lar =20
account (orchestra director orders parts, choral director orders risers, obo=
e =20
prof orders reed making equipment and supplies). If there is money, and the=20=
=20
request seems reasonable, the chair approves it. And then the actual purchas=
e =20
process is done by the requestor with the help of the department accountant=20=
=20
(in most cases by phone, using a =E2=80=9CP-card=E2=80=9D). The notion that=20=
the chair has the =20
time, knowledge and ability to take all that on is, frankly, absurd. There =20=
isn
=E2=80=99t an anonymous =E2=80=9Cthem=E2=80=9D who will handle the pesky det=
ails of life. Unless  you
=E2=80=99re rich and can afford a personal assistant <g>.

Here in Alabama, the person needing the equipment puts in a request to the =20
chairman of the department. Obviously, things like music, stands, etc, are =20
requested by the choral director, etc., and the chair usually approves the =20
items. But if an item is more than (I think $2000), it has to be out to bid,=
  which=20
is a long and drawn out process. Again, the person requesting the item puts=
=20
in the request, but it has to be approved by the chair, the procurement =20
department, the dean, etc. When the bids come in, the decision is made by th=
e =20
person needing the equipment AND the chair, with the final approval by the =20
procurement chairman, who has the right to deny the bid, "just because".=20
