I have been recently experimenting with TuneLab97 from Robert Scott
<rscott@wwnet.com>. The program is very straight forward, and is
capable of non-standard tunings of all kinds. The price is also right -
it's free.

Although TuneLab97 will generate a tuning for any piano, it does require
some input from the user. I have developed tunings for about 20 pianos
thus far and and created temperament files for Meantone (1/4 comma),
Phythagorean, Werckmeister, Werckmeister III, and Vallotti. I will be
glad to share these with anyone who might be interested.

Right now, I have a Steinway O tuned to a Vallotti temperment. It's a
very sweet sound for Mozart.

I am in no way commercially associated with Robert Scott or TuneLab97.
I'm just interested in better ways to tune pianos.
