It seems you've already figured it out.  In many cases, when changes are made that write to the win.ini, system.ini or registry, you
must reboot for them to take effect.  I've not tried it, but I THINK that with Netscape 4.03, all you need to do it place the check
mark back in the box, close Netscape Communicator and re-open it.  You shouldn't even have to break your network connection or
reboot the machine.
