If you are teaching a student with a basic understanding of music theory, I 
would say the first thing to work on is (1) hammer technique, tuning (3) 
unisons, by listening to (2) beats. Once the student can tune a unison, and 
he/she has the understanding of what beats are, and how to listen to them, 
then you can explain (4) basic tuning theory, and how a (5) temperament 
works. 

(If the student doesn't even have a basic understanding of music theory, then 
I wouldn't even teach him/her tuning.)
