The weight of the dampers in a grand and the dampers springs in a vertical
work to force the key back to it's rest position. If a key has just enough
friction to work marginally, then applying the damper pedal, which removes
the damper's return force that helps return the key, will reveal a slightly
sticky key that needed the dampers to return.

For this reason, its a good idea to apply the damper pedal when checking for
sticky keys.
