Inadvertent pitch raise with SAT III

Jim Coleman mentioned that adding 8 cents to A440 will raise the pitch to 
A442. 

During a SAT III FAC tuning, often the A4 will be "stretched" 8 or more 
cents.....

Does this mean that the FAC tunings are typically raising pitch above A 440?
