  We are seeing that too.  However, I  find that the bushing cloth is not the 
only culprit.  There is a slight corrosion on the wires ( they must sit 
around for a while before installation),  and there is excessive side 
pressure on the guide bushings.  A quick swipe with Brasso, and a little 
judicious use of the bending pliars has aways freed them up like 
gang-busters.  I think the side pressure is the biggest offender, because 
even without the polish, there is a tremendous difference in the resistance 
at the underlever before bending.  
   It is also possible that the wire is not traveling straight through the 
axis of the guide bushing. (See the Jolly article inre dampers and their 
wires, Roger has a good perspective on this bit of geometry!)_
