Tight Damper Flanges/Tommy Black

I have run into this several times. The best solution I have come up with is
to drill out the top flange hole with a bit that is just slightly larger
than the wire diameter. I have a jig that works on my drill press, but if
you use extreme care you can do it with a hand drill/bit/depth stop.
