If you are either drilling the block in the piano, or outside the piano, 
drill a dimple first with a drill bit the same size as the tuning pin hole. 
This will then allow the bit for tuning pin to find the center of the hole. 
By the time the pin "bends" with tension, it will not touch the front, nor 
the back.
