No. One cent equals one hundreth of a semitone.  Since a different number of CPS's separate semitones in various parts of the piano, the number of cents corresponding to a change in one CPS will also vary accordingly.

So, if two beats flat or sharp equals 8 cents, does that mean that every beat flat or sharp equals 4 cents??  Just wanted to make sure.
