I repaired a broken hammer shank on a Hallet-Davis(Pearl River manufactured), and was told that it was up to the dealer to cover it as part of the dealer-distributor contract. It seems like it was just going to be a runaround like you described, so I just ate it. Yummy! The hard part is explaining to the customer how they just bought a brand new, shiny piano with a "ten year(or whatever length of time) warranty" that is essentially useless. I would press the dealer for payment and let them deal with North American. Good luck.
