The noisy action might be overly hard knuckles, and possibly backrail felt. The bobbling hammers could be let-off/rep spring/blow/checking regulation having changed due to climatic changes. The other problem with this piano is bouncing hammers in the mid-section. Some will even double-strike on a mf, staccato blow. The hammer pinning does not seem excessively loose. I did the "swing" test, but did not check with a gram gauge, and got 5-8 swings on several of the hammers. Any suggestions greatly appreciated!
