Looks like you can unscrew the block and lower the tray to access the flange screw. But in order to remove the block, you'll first have to unscrew the assembly from the belly rail. Unscrew the damper guide rails and jockey the whole shootin'-match forwards to access the block screws with a long screw driver blade, down through the strings.
