A "real" pianist can speak more clearly to the "playability" of a piano than a tech with very few piano skills. I played well enough to get through a masters degree vocal piano barrier, which isn't much, and would never qualify me as a pianist. I often tell people to have good pianist play the thing, then let a qualified tech look at the "machine" part of it, and then persons would have a fairly clear picture of what they were purchasing. I think a qualified piano technician could provide a much more thorough evaluation, but certainly any experience piano player could provide a more informed opinion regarding a piano's general condition than a non-player buyer.
