Terry's diagnosis is spot on, as is his advice regarding jacks. The little jack is OK if you use it (preferably a pair of jacks) to push up a solid piece of wood against the pinblock. Dan, if this isn't your own piano, I'm afraid that not only do you need to use a shorter tuning pin, but you owe your customer a new pinblock as well.
