First of all, I quote a range, not an exact price.  This gives me  wiggle 
room.  Then I tell them the pins are very tight, making tuning  difficult.  The 
job takes longer, and I need to charge more as a  result.  I get paid extra for 
the extra work.  I charged the store  extra for warranty tunings with tight 
pins  as well, BTW.   In  extreme cases, where I've ended up with a sore arm or 
shoulder due to tight  pins, the customer gets tagged "don't tune again" on 
my list.  If they do  call me back, I politely decline, as I did on one the 
other week.
