Hi Jon, I've done a variation of this a number of times--thinner veneer, glued in separately with titebond, then proceeded with normal bushing procedure. I've also marked keys (especially when following a rebushing job of dubious quality) that could use some veneer at the front or balance mortises when the sizing cauls felt "loose" either when inserting the cauls or removing them. Some have only needed veneer on one side...just depends. Anyway, I've had good luck with shimming mortises.
