Regulation Problem with New Parts

Hi Paul,
                  When you have mismatched or incorrect parts, no amount of 
fudging will help you. Sorry to be the bearer of bad news. You have done 
the right things in checking the blow dip and after touch relationship.

The knuckle is too large, and/or the centre pin to knuckle core is 
incorrect, and/or the spread of the flange screw to centre pin is incorrect.

Try a variety of new shanks, and install the correct shanks.
