Isolate the elements - try this hammer in another piano, try another hammer  
in this piano.
 
You might also take the hammers out of the equation to see what  the piano is 
capable of - pluck the strings both in the treble and the bass.  Based on 
your results so far, I'd suspect an energy loss somewhere in the  belly. If the 
sound is short and weak in the treble  when plucked, it will be  short and weak 
when struck.
 
In the bass it would be most unusual for the strike point to be off by  
enough to be really audible.
