Even my department chairman has told me I am working way to hard, that I don't have to get all the pianos in shape in the next two years. (perhaps that is a pipe dream, who knows)? I used the formula as is was devised, and did the math. As Dave mentioned, the formula doesn't take into consideration outsourcing. I also don't think the formula takes into consideration someone like me, who comes into a situation like I did. The way I used the formula was what the needs of a situation would be under "normal" conditions, and under the guidelines as prescribed.
